Beetlemania: Feds Give 4 States $5.8 Million to Protect Insect Habitat

(CNSNews.com) - The U.S. Department of Interior announced this week that it is giving four states $5,802,180 in grants for projects that are designed in whole or in part to protect various types of threatened or endangered beetles. 

The largest of these grants is a $2,426,055 award to the state of Maryland to help protect the habitat of the Puritan tiger beetle, a threatened insect that inhabits beaches and bluffs along Chesapeake Bay in Maryland as well as along the Connecticut River in New England.

The $5.8 million in grants that will help four states protect beetles are part of a group of 48 grants totaling $53.3 million that the Interior Department said on Wednesday will go to 17 states to develop conservation plans or purchase or preserve land determined to be habitat for species that have been listed as threatened or endangered under the federal Endangered Species Act.

In fiscal 2009, the Postal Service logged over 1.2 million hours in standby time. The U.S. Postal Service, which expects to lose $7 billion this year, spent $4.3 million on employees who did nothing in the first half of the year because of requirements in union agreements, an audit found.  The amount paid for so-called standby time has “significantly decreased,” down tens of millions of dollars from the amount spent just a couple of years ago, says The Washington Post, which obtained a copy of an audit.

Labor agreements mandate that postal employees have a certain amount of guaranteed work hours, which means that they cannot be laid off during periods of low mail volume or unplanned events like the breakdown of equipment. This leads to “standby time,” in which employees spend the day doing nothing — for example, waiting in a cafeteria or breakroom.

In fiscal 2009, the Postal Service logged over 1.2 million hours in standby time, costing the agency more than $30 million. This declined to around $20 million in 2010 and is on track to be less than $10 million this year.  The report explains the decrease in standby time by saying that the employee workforce has been reduced in size over the past two years to more appropriately align with expected workload.  However, auditors found a significant amount of Postal Service officials who did not always record standby time properly, which led to improper overtime charges.

Despite a decline in the number of hours that workers are paid to do nothing, the U.S. Postal Service remains in deep financial trouble. In the recently concluded third quarter of fiscal 2011, the agency lost $3.1 billion. “The growth in electronic communications continues to erode core first-class mail volume,” the Postal Service said in a recent release.

My question is, what kind of people do we vote into office that got all this in the budget in the first place? 

I can't believe no one suggested cutting the Department of Energy!  That would be the first one I would eliminate.  It was established in the early 70's to develope ways to stop using foreign oil. We were importing less than 50% of our oil at that time. Now it is almost 90%. Doesn't look like they have been too effective, does it??

Liar-in-Chief Obama’s trip to Asia. WHAT'S UP WITH DAT?

Minnesota Republican Rep. Michele Bachmann has blasted the White House for what she calls “over-the-top” spending on Liar-in-Chief Obama’s trip to Asia.

Obama leaves today on a trip that begins in India and will also take him to Indonesia, South Korea and Japan. Reports are circulating that the president and his entourage of about 3,000 officials, business people, journalists, and security personnel will spend some $200 million a day during his 4-day visit to India, which would put the tab for the entire trip well over $1 billion.   WTF...IS THIS REALLY NECESSARY?  HEY, JERKY-BOY, DON'T YOU REALIZE HOW BAD OFF THIS COUNTRY IS BECAUSE OF YOUR PROGRAMS AND SPENDING?

“We have never seen this sort of an entourage going with the president before,” Minnesota Rep. Michele Bachmann told CNN’s Anderson Cooper in an interview that aired on Wednesday.

“And I think this is an example of the massive overspending that we’ve seen, not only just in the last two years, really in the last four.”

Britain’s Daily Mail reported that the trip will involve 40 aircraft and six armored cars, including a black Cadillac with its own communications center that will transport Obama during his visit to India, with planned stops in Mumbai and New Delhi.

Some 500 American security personnel have reportedly been in India for weeks preparing for the Jerk-in-Chief's visit.

There is even a report in India that the United States will move a fleet of 34 warships, including an aircraft carrier, into position to patrol the sea lanes off the coast of Mumbai during Obama’s stay.  Several sources including The Telegraph in Britain are reporting that security measures in India are so extensive that all coconuts on trees near Mumbai’s Gandhi museum, one of the sites Obama will visit, are being removed.

Falling coconuts injure or even kill people in India every year. “We told the authorities to remove the dry coconuts from trees near the building,” an official at the museum told the BBC. “Why take a chance?”

Coburn Report Shows Billions in Education Budget Spent on 'School House Pork'

What do mariachi classes, wine studies and the Rock and Roll Hall of Fame have in common?  They were all funded by federal Department of Education earmarks, according to an extensive new report released Thursday by Sen. Tom Coburn.

The Oklahoma Republican, in a study called "School House Pork," is urging the federal government to suspend these education "slush funds" after finding that lawmakers have secured 5,563 such earmarks, worth $2.3 billion over the past decade. While earmark advocates argue they're a way to ensure taxpayer money is going toward worthy projects, Coburn's report claims the recipients often were not "deserving or needy" of the extra funding.

The programs were "created by Congress to improve the American educational system, but have been compromised by political interests and are overrun with education pork," the report says.

Coburn's study focuses on two Education Department funds -- the Fund for the Improvement of Postsecondary Education and the Fund for the Improvement of Education. He told Fox News the Congress is not focusing on priorities in allocating the money.

"We're in tough times and we're still doing this kind of stupid stuff," Coburn said Thursday. "Everybody's thinking we have to raise taxes, the first thing we need to do is cut back waste."

The report, claiming money often went to the schools with the best lobbyists, drew attention to dozens of questionable earmarks. Here are some of the highlights:

-- A Las Vegas school district received a $25,000 earmark in 2005 for a mariachi music program.

-- Jackson State University benefited from a $478,941 earmark to look at studying a school of osteopathic medicine. However, a local newspaper reported that the commissioner of higher education in Mississippi had "no intention" of opening one.

-- Central Washington University received $191,593 in 2008 for "curriculum development," which included a curriculum based on local wines.

-- Lawmakers secured more than $181 million in earmarks over the past decade for programs and projects that would bear their name. This included $1.9 million in 2008 for the Charles B. Rangel Center for Public Service; two earmarks over two years worth more than $19 million for the Edward M. Kennedy Institute for the Senate; $2.4 million for the Lott Leadership Institute, named after former Sen. Trent Lott; and two earmarks worth $10 million for the Strom Thurmond Fitness and Wellness Center.

-- Fifteen earmarks worth $2.7 million went to zoos over the past decade. This included four earmarks totaling $1 million for the Philadelphia Zoo.

-- Several education earmarks funded local and national halls of fame. The National Baseball Hall of Fame got $450,000 in 2005, the Rock and Roll Hall of Fame got $200,000 in 2002 and the National Aviation Hall of Fame got $400,000 in 2001 -- then another $200,000 earmark in 2005.

-- Lawmakers secured $273,000 for a program in Blue Springs, Mo., aimed at fighting Goth culture.

-- Through seven earmarks, more than $5 million went to the Andre Agassi College Prep Academy.

Senator John Kerry of Massachusetts has slipped $20 million dollars for his old pal Ted Kennedy into a bill to fund an educational institute in honor of the late Massachusetts Senator. Kerry snuck the money into a defense spending bill.

Whatever happened to no more earmarks and special favors? Isn’t that what Pelosi said when the dems took control of Congress? And why do these people expect taxpayers to pay for such "Memorials." The Kennedy clan has more money than God, Mohammed, and Buddha combined. So why don't they pay for it themselves...instead of sticking taxpayers with the bill (which will probably wind up costing closer to $40 million knowing the history of Dem corruption in monitoring gov't contracts)?

If you’re a U.S. taxpayer, you will be required to pay for the Edward M. Kennedy Institute for the United States Senate. Well not for the whole thing, just a storage area for Ted Kennedy’s papers. $20 million dollars later Kennedy will have a place for all of his crap on paper to be housed.
